Well, there was always 'make config'.  And hacking the .config by hand.

make menuconfig requires ncurses, and make xconfig requires XFree86 and
tcltk, so be prepared for a headache if you are trying to use either of
these on a bare-bones install.  (I distinctly remember thinking, "I need
something other than a compiler to build the kernel?!?")
