I especially like the exemption from the linked site:

Congress would have to enact an "exemption for copyright owners from liability for damaging computers". He endorsed technology that
would twice warn a computer user about illegal online behavior, "then destroy their computer."

Criminals could have a field day.  A virus make a target computer download music three times and then the government would wipe out
the computer.

Or better yet, make a target computer download your own copyrighted music three times.
