[wplug] RPM problems in redhat 8

For those having continuing issues with RPM on RH8.0/9 - there is a new
release of RPM on ftp://ftp.rpm.org/pub/ - it has been baked since March,
and there is a current flurry of complaints wrt Red Hat's slowness in
getting the bits into an errata package.  It seems the issue address will
(and I quote) "handle O_DIRECT horkage" - which is what's causing the hangs.

I have not tried it as I have not seen any issues with RPM on any of my
systems, so caveat emptor.
