Is it possible to execute a PHP page with from the command line?

I have a php page that does some database stuff and then emails out 
based on it's calculations.  But I want to set the server to execute it 
on a regular basis, say once a month.

And yes, I'm sure I could do the same thing in C or Perl or something, 
but I don't know C or Perl. :)
