[wplug] Program for javascript graphical mouseover menus?

Dreamweaver MX has the ability to really quickly create graphical 
mouseover menus.  The kind where you mouseover one item in a graphical 
menu and a sublist of graphical selections appears.

The code for these is quite complex and I was wondering if there were 
any Linux apps that could create these easily?
