[wplug] Installing from Source

I just tested this with redhat 7.1.

# rpm --rebuild vim-6.2-021.src.rpm
(the src.rpm was in the current working directory, and it worked)

The rpms I have installed for RPM are:

rpm-devel-4.0.4-7x
rpm-4.0.4-7x
rpm-build-4.0.4-7x
rpm-python-4.0.4-7x
