Try 'chmod'.  The chmod man page is somewhat informative, but only
somewhat.  Simply, chmod a+rw /path/to/directory/ will give everyone rw
on that directory, but that might not be what you want.  It's probably
best that you tell us what you want to be able to do with that
directory.
