IMHO - you're SOL - crap BIOS.
Given that you're using RH9 (why not Fedora since RH9 is "dead" in <4
months?) I'd put the ISOs on a HD and boot from install floppy with "linux
askmethod" and install from the ISOs - it's way faster of an install to
boot...
I suppose you could try various things like re-arranging devices on the IDE
bus, etc - but it's likely a waste of time. I had one system that exhibited
this kind of thing when a portion of the USB support was enabled - if it
were me I'd strip the BIOS feature set to bare minimum and try again.
You do not mention if the old BIOS booted CDs - but I suppose it's something
of a moot point if it means loading a 2GB or less HD - IIRC the "minimal"
install on RH9 was like 500MB...
