[wplug] Erie LUG

There's two steps that can be taken towards having an Erie LUG.

1) Someone could step up and secure a location.  This does not need to be a 
meeting room that is reserved somewhere, necessarily.  Picking a restaurant or 
coffeehouse to meet at may be enough.  I think if someone were to 
unilaterally/arbitrarily select/suggest a time and location (one that either 
is already reserved or doesn't need to be), it would speed up this process a 
lot.

2) Someone could create a mailing list for this proto-LUG.  Maybe the WPLUG 
folks would like to host one for them (at least temporarily).
