I'm working with a copy of RHEL Advanced Server 3 at home, and ran into 
the problem that /usr/include/tcl.h was missing. After some searching, 
I've found this:

Taroon isn't intended to be fully self-hosting in the packages shipped 
with it; some of the -devel packages are removed  to limit ABI support 
liability (keep customers/ISVs from using libraries that we don't want to 
live with forever).

Along with 12 bugs marked as duplicates, #12 is the tcl.h ticket.
This frustrates me because all I was trying to do was compile PostgreSQL, 
something that used to be part of the distribution. I've found the Red Hat 
blessed version that isn't part of the main 4 CD's, but on an 5th 'Extras' 
CD. It seems I can get the -devel packages if I recompile the affected 
SRPMS.

I did't mind paying for this because it meant they were doing more of the 
work, but in this case, I'm paying more, and getting more work to do.
