redhat-config-time, set to one of many available ntp servers
This tool has been present since RHL7.2
As far as secure, well, it's as good (or bad) as just about anything
else out there. Make sure your ntp packages are up to date - there has been
at least one vulnerability in the last year that comes to mind.....
