No, you would not have to do the gui portion twice.  I believe the gtk,
gtk2, and wxperl libs have windows and linux ports.  I've never used them
(in Windows) though.  perlqt does work if you don't mind using Qt 2.x.  I
have used that and IIRC, it did work fairly well.

Why is a browser refresh a problem?  You don't want to tax the server?
