Under Linux, look for cerberus @ sourceforge.  A product of VA
Whatevertheycallthemselvesthesedays.
Quite handy if not a bit cryptic on the configuration side.  Basically, you
run the "setup" and it builds a mild test suite against your hardware, which
you can them run all or in part, in multiple loops.  Decent logging.
 
 With further tweaking it can do more - including ignite hardware.

Does anyone know of a hard disk test program that is not SCANDISK? 

Something that boots from it's own floppy or CD. 

Any opinions about PC Doctor? 

I needed to test a drive the other day and used SCANDISK in surface scan
mode 
since nothing else was at hand.
