I'm with Mike in that the ntp Daemon uses ntpdate on system startup.  
The ntpdate command was intended to 'jump start' the date & time for a 
machine coming onto the internet.  Now, if you intend to remain 
connected, the ntpd will continue to communicate with your ntp Servers 
and Peers (if you have any available), and the will produce a negotiated 
response on the actual time, depending on the level of the ntp server(s) 
you are polling.
