Well the quotaon is run via a script.  The how-to doesn't mention
//aquota.user at all.  When I try to run edquota I get an error saying:
Edquota: Can't get quotafile name.
No filesystem with quota detected.

It seems like it should go like this.
Edit fstab (once to set quota on fs)
Run quotaon
Run edquota
