[wplug] quotas

I am running into a problem now.  In my fstab I have this line

LABEL=/          /         ext3     defaults,usrquota 1 1

I have /home on the same partition as /
I basically want quotas on just /home but it really doesn't matter to me.
When quotaon -avug is run, this is what I get.

Quotaon: using //aquota.user on /dev/sda1: No such file or directory.

/ is on /dev/sda1
swap is on /dev/sda2
/tmp is on /dev/sda3

Why can't it find /dev/sda1? Or is it looking for //aquota.user?
