RH 7.3 shouldn't need patching.

Type "quota" at a shell, doesn't that give you anything?

Generally, to see what options your kernel was compiled with, you read
/usr/src/linux/.config - but of course Red Hat doesn't even install the
kernel sources by default, so your system might not even have anything
under /usr/src/
