LAME - but it has some quirks around supported sample rates/qualities
(although it's been a good year since I messed with it).  IIRC from the docs
I read the "genuine" Fraunhoffer (sp?) codec yields the best results, but is
non-free.  I was messing around with streaming (http://www.wcsb.org
<http://www.wcsb.org> ) and ended up using a hardware encoder (Telos
appliance) and icecast.  You might want to check to see where Ogg Vorbis
capabilities are these days, but you may end up using a few apps instead of
just one to get what you want.

Does anyone know of an app that will record and encode directly from the
soundcard IN or MIC  to MP3?  

My fiancee got me XMRadio for my birthday and I'd like to record some of the
shows that I miss overnight and in the AM. 

If it matters, I'm running RH 9.
