It seems to me that IEEE-USA is very wrong at
alienating foreigners by blaming them for the problems
in the IT industry. Years ago unions used to say the
same. But they found that foreigners were here to
stay, and that a better strategy was to 1) increase
union organizing and membership among foreigners
living in the US and 2) support union organizing
abroad, in those same countries that "compete" for US
jobs. And, well, given the expanding and commodifying
nature of capitalism and technology, if cheaper
workers can not be brought here, they will work
somewhere anyway. The IEEE can not have the cake and
eat it too.  Welcome to global capitalism.   
   If culprits have to be found for the .com collapse,
look instead to the network of financial wizards that
profited from insider trading in the telecom and IT
sector. H1b visas can take years to be approved, then
numbers for 2001 may not mean much. 
   By the way, perhaps the IEEE-USA should complain
about the visa given to that finnish guy, what is
name, who used to work for transmeta.
