I had an issue with a slow clock on RedHat 8 that was due to APM. If I
ran the battery monitor applet, my clock slowed down a lot. To fix it, I
had to recompile the kernel with some specific APM features defined. I
can't remember what they were now.
I think it was this:
CONFIG_APM_ALLOW_INTS=y
BTW, with this issue, ntp didn't make a difference.
