Not that great is an understatement.  It just plain stinks.  The only time I
or any of my friends use the "Navigator" in XP is when something Micro$oft
did with an update or other mischief breaks our normal screen reader.

XP comes with a built in text-to-speech program... it doesn't work that
great but you might want to look into that if you decide windoze might
be better.

Honestly,

I don't think linux would be the way to go for someone who is blind,
unless you are really ready to take the time to piece together
something, you might be better off picking up a commmercial package that
just works and doesn't frustrate your user.

That's just pure IMHO though.  At 13 I don't think she's interested in
linux rather than just trying to fit in with everyone.  I could be
totally wrong but if she is trying to do that I personally would set her
up a windows box that you can just install the apps and make work with a
commerical screen reader.  If you lack the funds I'm sure there are
local stores that are more than willing to help you pick up the parts
nad stuff you need.  I even have some stuff at home extra memory and
drives if you need it.
