There are probably a dozen or so such utilities.
For example, "apt-cache search laptop" produces
intuitively, laptop-net, laptop-netconf, switchconf, whereami
And Thomas Hood, author of the indispensable tpctl package for ThinkPads,
has an experimental one called ifupdown-roaming:

I don't use any of them, however, so I can't recommend one. (I just
use some simple shell scripts.) But I will probably give
ifupdown-roaming a try first.
