[wplug] Hams and *nix etc.

I wrote this to a friend in response to the whole
thing about cellular frequencies. I was also thinking
of the whole thing about hams. I did notice that it
was easier to find RF folks outside of cities and major
universities whereas *nix geeks require being near
a university or large city. I have looked in vain in
West Virginia. Even the well off  "2nd or third rung
of the beltway" seems pretty dead in that way.
