And the answer is, from Gentoo forums

    It seems that the account I was trying to log in with did not have a
    shell listed in /etc/passwd. I just added a ":/bin/bash" at the end
    of the user's entry, and I was good to go! Thanks! 
    
I did the same, and could ssh from localhost. Now to see if it works
from the other side of the Cathedral...yep, ssh and scp work fine.
