Well, here goes:

If the segment is sniffable (i.e. use hubs for a while :-), running a 
sniffer and parsing its output for MACs, getting rid of duplicates etc 
should be trivial, *but* how would that get linked to the rack 
location?

Hrmf, something that *could* work, would be powering machines on in a 
certain order, while running the sniffer, therefore getting a list with 
the first occurence of each MAC, along with a timestamp.

So, you would have something like:

09:23:07 --> A4:00:38:H4:FF:2D
09:24:50 --> 23:43:23:DD:21:9B
[...]

If I understood you correctly, this sort of resembles what you want to 
do.
