Having just done this with Java last week, I'll tell you.

Go to a shell, "cd" (change directory) to wherever the file is.  Execute 
"chmod +x (whatever the file is).bin", then "./(file).bin"  It'll 
self-extract, then you can install it with "rpm -ivh (file).rpm" when it 
extracts an RPM.

Assuming, that is, that your distro is RPM-based.
