[wplug] wplug openafs cell?

Sometime in November James O'Kane assaulted the keyboard and produced:

given my current and past nfs woes i was considering afs. i have a question
though. do you have to have to have your cell registered with the "global"
network in order to use afs? is it possible to setup your own "global"
network in order to use afs on a private network?
sorry if these seem like silly questions, i'm just not sure how afs works
logistically.
