Will your server be used as just a firewall/gateway? If
so, SmoothWall (http://www.smoothwall.org) is perfect
for your needs. If you also want to set up a web, FTP,
file or print server, then ClarkConnect
(http://www.clarkconnect.org) is the ticket. I've used
both and they work well.
