Sure - KDE3 with its native wm - works like a charm, does all that + 
more with completely configurable keyboard shortcuts.

I only have one reservation about the smart placement of windows - I 
think it does that only for native KDE applications. Wait no, I just 
checked and it handles non-KDE apps equally well.

KMenu -> Preferences -> Look&Feel -> Shortcuts is your poison :-)
