I use a company in Portland, OR called Wild Web Works.  They cost $25
a month (discounted for multiple sites), give a lot of space(I don't
remember the exact amount, but it is over 10M) and are very reliable.
 They do use apache and give you mysql or postgres, python, shell
access and any other tool you might need.  Shells are only accessible
through ssh and they have very good security (good enough that the
FBI sponsored CRIME group hosts there).  I know they're not local but
they are good guys.  Jeff Kresal is the guy I deal with and his
number is 866.421.9453.
