By built in, to you mean not a module or including modules?

This only works for me if the module is loaded.
[root at joe root]# cat /proc/filesystems | grep vfat -
[root at joe root]# modprobe vfat
[root at joe root]# cat /proc/filesystems | grep vfat -
vfat
[root at joe root]# _
