That's "console", for you monolingual English speakers out there :-). 
But yes, in my experience, things that are written for Linux and end in
'.bin' are generally shell scripts which contain their payload, and are
meant to be run at the command line so they can make you read a license
and choose an install directory and whatnot.  I haven't tried OO,
though.
