"Exportation" (ie: for the purpose of resale) is most likely not legal
without a special license. However, these are donated free and clear- no
exchange of money whatsoever. It is not a crime to take a computer to
Mexico as long as you do it legally and pay the tariff if needed. I have
found perfectly legal ways to avoid import duty (get a certified
declaration of the value of the machine from a third party, and if it is
below 400$ you pay no tariff- ALL of these machines are worth less than
400$). Furthermore, ALL the software on every computer I have taken down
there is legally registered, purchased and installed on one machine.
Finally, as far as "know how" goes, this is what can be contributed: As
pointed out by Mr. Weber, licensing of software is an issue with many
products. Installation of linux and other free software would sidestep a
major obstacle to delivering more systems- namely that I have been very
cautious not to violate any license agreements. For me, this
installation is not always a trivial task- especially on some hardware.
Anyone that is willing to put in some time to make an older system
functional with either hardware or software setup could really help.
