Perl should be a snap to learn for someone with VB, C
& C++ experience.

I'd recommend Perl for your present project because
with the various libraries out there for Perl (perl
DBI for db access, LWP for web access, etc) it will be
well suited for the task at hand, and also because
after that, you'll have another versatile, powerfull
tool under your belt -- or in your belt if you're
batman -- which you may well find you end up liking
more than VB, C and C++ put together.
