I downloaded the package and was able to run both the tests standalone and
my typing "make".

I typed the following in the directory I unpacked the package.

To run the tests by typing "make" I:
    make BPHOME=`pwd`/lib

To run the tests standalone I:
    export BPHOME=`pwd`/lib
    cd examples
    ./charset.pl

Do any of these help?
