One idea--see if you can successfully dial in with a Linux box. Looks like a routing/forwarding settings problem. To see if the Windows box is sending network traffic to the right place, you could attempt to connect to something from the Windows box and then run "ifconfig" on the unix box and see if the packet counts are going up.
