Winamp or XMMS can stream from http or Shoutcast/ICEcaset I believe.

Shout/ICECast isn't a player it's a server for streaming Mp3s over TCP/IP.
You still need a shoutcast enabled player to listen to the stream.

I think it's called ICEcast

do a search off freshmeat.  There is all kinds of plugins/frontends...etc
