The salute works for anyone at the console... if I recall correctly.  You
don't need to be logged in.

This may seem like an obvious point, but are you logged on as root when
giving the 3-finger salute?  The shutdown command only works as root, and
I'd imagine that Ctrl-Alt-Del is the same way (never tried it as a normal
user).
