[wplug] firewall problem

I am trying to setup iptable rules, however iptables must not be setup
right.  When I installed RH 7.1 I made sure to install it.  When I type
something like iptables -L I get this:

iptables v1.2.1a: can't initialize iptables table `filter': iptables who?
(do you need to insmod?)
Perhaps iptables or your kernel needs to be upgraded.

when I type insmod ip_tables I get this:
