sendmail _is_ an SMTP server, so yes it should be able to replace your
ISP's server. You could also look at the smart-host option. (DS in
/etc/sendmail.cf) That will route all traffic that is not for the local
machine to another machine, (your isp's smtp server), and the remote
server will take care of things.

Also, last time I checked, pine supported IMAP and/or pop.
