Not answering your question but talking about another way.

Probably more work than your interested, but it does work.
Details here are sketchy.  Just to let people know it exists.

Go to webdav.org
Get mod_dav for apache
Get cadaver

This is like ftp except using the DAV extensions to HTTP (RFC 2518)

Also lets users update web pages with Office 2000 (I hear), though
that's not really a point to talk about here.
