[wplug-web] Upgrading Postgresql

The current version of PostgreSQL on penguin.wplug.org is 7.4.2.  There
are updated packages available for Fedora Core 2 (what penguin is
running) that would upgrade it to 7.4.7.  I'd like to schedule a
database update, but I know that the web server uses it so I'd like to
coordinate with the folks on wplug-web.

Here's the changelog for the update package:
