It's not a traceroute, but here is my partial diagnosis.  The server is
redirecting the user to the directory, as it should, but the redirection
is incorrect for IE users.

The problem is on the wplug server.  If you tell it you are using IE it
will redirect you to http://http:8081/picnic/  If you don't tell it
you're using IE, say if you skip the User-Agent, it redirects you to
http://www.wplug.org/picnic/  Example:
