I finally have Cocoon2 working with Tomcat on penguin.  I'll update the
INSTALL file once I duplicate the process on lain's new, dedicated
development server ;)

The basics are that you have to compile cocoon2 with jdk1.4, put jdk 1.4's
tools.jar in webapps/cocoon/WEB-INF/lib, have an Xserver handy (we're
using Xvfb on penguin), and set the DISPLAY (which I added to JAVA_PATHS)
before starting Tomcat.
