[Wplug-web] Anonymous Bk access

For now just leave the anonymous stuff up to me (ie. don't worry about
updating anonymous) as I'm not sure how we are going to attack these issues
yet:

1. Anonymous access can't have passwords in it
2. Anonymous rep has to be the same version as wplug.zman
