It is not - it is just an installfest, no general member business 
meeting nor board meeting.

However (and I think this might be what you're getting at...), keep in 
mind that the board-elect is not yet the WPLUG Board of Directors, so 
the board-elect can meet pretty much any time (and via any means) that 
it wants to.
