Sorry if what I wrote seemed like an attack - it wasn't intended
that way at all.  By "mechanical" I meant things that don't require
any decision-making, just following existing policy.  95% of my
workday involves mechanical activities, so it certainly wasn't
meant as an insult.

All I was trying to get to was what the intent was, so that we
could develop language to accurately reflect that intent.  This
way, 100 years from now, the Board will correctly interpret the
rules the way they were intended.  :)

Hope you're feeling better tomorrow - I need some sleep too.
