I'm sure that there are vi vs. emacs-style wars to be fought over
which is the best CMS, but as I see it, the greatest constraint is
that whatever is chosen has to be maintainable by volunteer labor
now and in the future.

So it seems to me that the best answer to which CMS to use is
"whatever everyone else is using."
