I believe that he had every intent to perform activities that would be 
considered illegal.

constitute planning?

To be honest, I think that if we end up discussing everything someone 
thinks should be a "policy" before we do it, nothing will be done.  If 
you want to be the moderator for the wplug mailing list, then I offer 
you that opportunity.  Otherwise, I will continue to behave as I have in 
the past.
