[wplug-plan] IRC problem for #wplug

The issue of whether to kick/temp-ban or to perma-ban a user is always a
tough call.  There aren't always channel operators on #wplug that could
kick/temp-ban on an as-needed basis.  Freenode probably offers the ability
to specify a ban length in days, which might be a more powerful deterent. 
After the user is banned for a week or two along with a message explaining
why, he/she might not repeat the behavior.  If he/she doesn't learn, it
would only  be their own fault for a permanent ban being put into effect. 
Although due to dynamic IP's and the ability to cloak one's hostmask and
change an ident, it might be difficult to make a ban 100% effective in any
case.
